Background

Incorporated in 1942 in DE - Founded by the late Elliot W. Springs and members of the Springs and Close families. Elliott White Springs was the 5th-ranking American flying ace of World War I, and a successful author, best known for his book "Warbirds: Diary of an Unknown Aviator," largely based upon a collection of letters written by his friend, John McGavock Grider, who was killed in action while serving with 85 Squadron.

Purpose and Activities

In response to high unemployment rates and growing economic distress, the foundation shifted its charitable efforts toward helping local citizens who need basic and emergency needs, such as shelter, food, and medical assistance.

Community Service

Committed to increasing communities' capacity to care for citizens, grants are made to community service organizations in York, Chester and Lancaster counties.

Grants to Individuals Program

Student loans to residents of Lancaster County or the townships of Fort Mill and Chester, SC, for undergraduate study, or medical or dental school.

Health

Grants are made to local programs that support and enhance the quality of life by promoting health and well-being for all segments of the community.

Leroy Springs Student Loan Program

Provides interest-free loans of up to $3,000 per year toward undergraduate education and $4,000 a year toward medical and dental schools. Participants must live in, or parents must work in, Lancaster County, Chester, or Fort Mill, SC, and students must attend four-year colleges or universities in SC. Interest-free loans of up to $1,000 are available to students attending York Technical College; same restrictions apply. An additional book allowance of $500 is available to those who qualify.

Quality Schools Initiative Program

A reimbursement program to help classroom teachers and teachers' aides take additional college courses to upgrade skills and to pursue masters degrees.

Recreation

Grants are made to support local programs that provide opportunities that recognize the importance of recreation to physical fitness and lifelong physical and mental health.

Religion

Grants are made primarily to small rural churches and to support capital projects and cannot be used for operating expenses or to pay off debt.
