Trust established in 1949 in TX, became a Texas nonprofit corporation in 1998. - The foundation bears the name of the late Hatton W. Sumners, an attorney and United States congressman from TX who served in the House of Representatives from 1913 to 1947. Mr. Sumners died in 1962. The foundation was created to promote the study and teaching of the science of self-government. Throughout most of its years of active operation, the foundation's major activity has been the support of a scholarship program at Southern Methodist Law School. In recent years, grant disbursements have widened to include other universities as well as organizations concerned with law and government
