Purpose and Activities

The foundation is dedicated to supporting the education and development of children and youth in California and Washington with a goal of them becoming become self-sustaining, responsible, and contributing members of their communities. The foundation serves as a partner and convener that helps gather the resources, thought, and energy needed to create and sustain change. It is committed to creating powerful partnerships with those who work toward sustainable, scalable, and system-wide change for all young people, especially those who are most in need The foundation looks for partners who share the same mission and values. Many of the foundation’s relationships are long-term, with some spanning over a decade of successful collaboration. Its partners share the following characteristics: They support and engage in continuous learning and improvement. Demonstrate, succeed, spread, and engage in practice that informs policy. Recognize the needs of vulnerable youth, and a possess commitment to bolster their education and development. Find, work with, and support the expert implementers and change agents. Build a culture of collaboration; work with others to create a movement. Invest in irresistible information to drive evidence-based decision making. Work on public policy with an incisive role in contributing to statewide system improvement.


Established in CA; Elbridge Stuart Foundation created in 1937 in CA, Elbridge and Mary Stuart Foundation in 1941 in CA, and Mary Horner Stuart Foundation in 1941 in WA; in 1995 and 1996, the two smaller foundations were merged into the Elbridge Stuart Foundation, DBA Stuart Foundation - Founded in the name of the late E.A. Stuart, who was an industrialist who co-founded the Carnation Company (acquired by Nestle), creator of Carnation evaporated milk.
