Incorporated in 1929 in OH - Founded by the late Frances P. Bolton and the F.P. Bolton for Payne Fund Inc. Mrs. Bolton was the first woman elected to Congress from Ohio. In 1939, she assumed that seat after the death of her husband, Chester C. Bolton, who at the time of his death was the congressman. She served an additional 14 terms in the United States House of Representatives and was the first woman member of Congress to lead an international delegation. Among her accomplishments was the passing of legislation to acquire and preserve the property across from the home of George Washington on the Potomac River.
