Classified as a private operating foundation in 1983. Founded in the name of the late Edgar Yipsel "Yip" Harburg, a lyricist of many popular standards. Harburg wrote the lyrics to "Brother, Can You Spare a Dime," "It's Only a Paper Moon," as well as all the songs in the film "The Wizard of Oz," including "Over the Rainbow." Harburg shared an Oscar for Best Music, Original Song for "The Wizard of Oz." He is a Songwriters Hall of Fame inductee.
