Established in 1984 in MO - Founded by William L. Clay, a Missouri Congressional Representative from 1969 to 2001. He is also the author of several books including "To Kill or Not to Kill: Thoughts on Capital Punishment" and "Racism in the White House: A Common Practice of Most United States Presidents."
